As a result of developments that occurred in recent years in the areas of "Information Technology" and "communication technology" and this technology considered an essential elements in many fields including e-business, e-education, medicine-mail, and even in the field of electronic government , and the desire of the University of Technology in the provision of IT environment integrated and infrastructure at the highest levels came the idea of establishing the center of "information and communication technology" (and abbreviated ICT Center) has been added to the organizational structure of the University, where the actual beginning of the Center was in December 2007.

    The idea to establish the Center goes to the year 2004 when the University of Technology Council distinguished in its thirteenth meeting in 29/08/2004 to develop a center for the Internet Education and service as a directorate department linked under a chairmanship of University Presidency and in accordance with the Organizational Manual prepared in at that time , has obtained approval of the Ministry of Higher Education and scientific Research and according to record No. 12 x / 1195 on 10.4.2004. In the fourth meeting of the University of Technology Council in 31/12/2007 agreed to open new centers is the name (Center for Information and Communication Technology) and (e cultural center services) and characterization of a new structure in accordance with the requirements of the emerging field of work, and later obtained approval of the Ministry of Higher Education and Scientific Research, reporting to us the book numbered B T / 6 / 6 in 13/02/2008. In the first meeting of the University of Technology Council in 03/09/2008 was approved to the instructions of Information and Communication Technology center that works under the light of day.
    The center since its early days begin to accomplish a number of important technical projects within the university as a project to build a Central website for the University on the Internet (at www.uotechnology.edu.iq ) contains all the necessities of modern science and engineering, as well as building sites for all sub- scientific departments, research centers and science centers and departments of the University, The electronic library project, which includes all abstracts of theses completed within the university since its established, as well as to continue the development of electronic archiving system.

    Information and Communication Technology center now includes six sections , Statistics and information section , management systems and e-government section, E- University section, internal network section , Network Systems section , and Training and Development section . These sections cares about making statistics and planning to complete IT projects within the University of Technology and abroad, and participates in the provision of advisory services and overseeing the design and implementation of information systems, communications and management systems and e-government, and contribute to normalize the deployment of knowledge and awareness in this area through exhibitions and qualifying courses, seminars and workshops.
