Department of Legal Affairs
An Overview:
The administrative structure of the Department of Legal Affairs at the University of Technology comprises a department head overseeing several divisions and units: the Legal Affairs and Litigation Division, the Academic Contracts and Guarantees Division, the Legal Consultations Division, the Committees Division, and two additional units. The department reports to the Assistant President for Administrative Affairs and maintains a direct link to the University President. This direct link ensures the necessary independence for legal work and prevents any undue influence on the provision of legal opinions.
The department's responsibilities include providing legal opinions and advice on matters related to the application of laws and the interpretation of ambiguous or unclear legal provisions, certifying contracts for the university's contractors and guarantees for undergraduate and graduate students, issuing notices and receiving summons, following up on lawsuits filed by or against the university, overseeing the university's acquisition of current and future lands, forming investigative and auditing committees, participating in these committees, and implementing the recommendations issued by the University President regarding the results of investigative and auditing committee recommendations. The department also participates in any other assigned tasks.
Mission:
The department's mission is to ensure the application of the law and to provide legal counsel to all university departments in order to achieve optimal legal compliance. This includes organizing and following up on the university's legal affairs, particularly in relation to the drafting and execution of contracts for academic and administrative staff, as well as guarantees. The department also aims to propose measures that contribute to establishing a strong legal foundation to protect the rights of the university and its members. Additionally, it seeks to develop a mechanism to reach a consensus and reduce differing opinions and interpretations.
Objectives:
The Department of Legal Affairs at the University of Technology aims to achieve its vision and mission through the following objectives:
- Representing the university legally before official, semi-official, and judicial bodies.
- Promoting legal culture among university faculty and students through legal seminars and workshops.
- Contributing to resolving issues and obstacles faced by the university's faculties, academic departments, and administrative departments.
- Fostering legal connections between the university and state institutions through participation in conferences, seminars, and training courses.
- Providing the university with necessary proposals for its operations, such as work regulations, and preparing legal studies.
- Providing legal advice on all legal, administrative, and financial matters within the university in accordance with applicable laws and regulations.
- Reviewing and deciding on all committees related to the rights of the university and its members.
- Organizing all matters related to contracts and guarantees for university members (employees and faculty).
Organizational Structure
The Department of Legal Affairs is composed of the following units:
- Head of the Department
- Deputy of the Head of the Department
- Financial Disclosure Unit
- Secretariat: Handles incoming mail, staff matters, and archiving of official correspondence.
- Legal Consultations Division
- Rights and Litigation Division (formerly the Claims and Notifications Division)
- Academic Contracts and Guarantees Division (formerly the Contracts and Guarantees Division)
- Committees Division: Established to replace the Property and University Housing Division, as required by a ministerial order, to handle investigative and audit committees.

Duties and Responsibilities
First: Head of the Department:
- Primary Duties: Overseeing the department's operations, assigning tasks to staff, acting as a notary public for certifying contracts and guarantees, supervising divisions and their heads, and overseeing the formation of investigative and audit committees.
- Specific Duties:
- Supervising the department's performance and monitoring staff activities.
- Assigning tasks to staff members.
- Handling daily correspondence.
- Providing legal advice to the university president.
- Acting as a notary public for certifying contracts, pledges, and guarantees regarding the university’s staff in accordance to the Art. (9)- Law Notary No. (33) for the year 1998. and the authorities delegated to him from the legal department at the ministry, and the delegation of these authorities to the heads of legal units in engineering and scientific departments
- Participating in the work of permanent or ad-hoc committees.
- Overseeing the formation of investigative and audit committees and naming the legal member in these committees and overseeing their achievements.
- Developing the skills of department members through training and development programs.
- Overseeing the work of all legal units in academic departments.
Second: Duties of the Deputy of the Head of the Department
- Primary Duty: Assisting the Head of the department in managing the department according to the distribution of work orders.
- Specific Duties:
- Implementing the instructions and notes of the Head of the department.
- Following up on correspondence from divisions and the Head of the department.
- Reviewing the completed documents by departmental divisions, adding comments, and forwarding them to the director for signature.
- Verifying the attendance of staff.
- Preparing performance evaluation forms for department staff, following up on their completion, and submitting them to the director for assessment and approval.
- Monitoring and supervising the electronic archiving system in the department, coordinating with the relevant employee, verifying and updating citizen data, and preparing a summary for the director.
- Any other tasks assigned by the Head of the department.
Third: Duties of the Rights and Litigation Division
Primary Duty: Protecting the rights and assets of the university by filing lawsuits to claim its rights from third parties and defending the university's rights by representing it in lawsuits filed against it.
Specific Duties:
- Filing lawsuits on behalf of the university against third parties and following up on these cases, as well as filing appeals.
- Representing the university in lawsuits filed against it and following up on these cases, as well as filing appeals.
- Monitoring and supervising the work of legal units in academic departments regarding lawsuits assigned to those units and preparing summaries for the department director.
- Serving notices related to lawsuits involving university members.
- Receiving notices related to lawsuits filed against the university and taking appropriate action.
- Following up on the university's rights related to lands owned or used by it.
- Filing criminal charges against anyone who harms the university's assets, including financial assets and official documents, through forgery or other means.
- Any other related work.
Fourth: Duties of the Legal Consultations Division
- Primary Duty: Providing secondary consultations to all academic and administrative formations of the university.
- Specific Duties:
- Responding to requests for legal advice on matters related to the work of academic and administrative departments, in accordance with the legal units in those departments.
- Supervising and reviewing legal consultations provided by legal officers in academic and administrative departments.
- Answering inquiries and clarifications regarding the interpretation of legal texts and instructions.
- Providing legal opinions on the procedures and activities of academic and administrative departments and other formations, and verifying their legality in light of laws, regulations, and instructions.
- Providing legal opinions on drafting and reviewing contracts and agreements for the university.
- Any other related work.
Fifth: Duties of the Contracts and Guarantees Division
- Primary Duty: Ensuring the protection of the university's financial rights with respect to students on academic leave, those on study fellowships, and those who have violated their contractual obligations regarding their studies. Also, ensuring the protection of the university's rights through the scrutiny of contracts for renting buildings for internal departments, kiosks, cafeterias, the student restaurant, parking lots, and lands, as well as cooperation agreements. Ensuring the correct application of laws and regulations regarding the sale and rental of state property.
- Specific Duties:
- Organizing transactions, contracts, and guarantees for study leaves, both domestic and foreign, as well as fellowships and study missions.
- Organizing all legal commitments for university members and following up on and overseeing all commitments made in academic and administrative departments, in coordination with the legal units in those departments.
- Studying and scrutinizing contracts for renting buildings for internal departments, in coordination with the legal unit in the internal departments department, and following up on and scrutinizing contracts for renting kiosks and cafeterias in the university, in coordination with the government contracts division.
- Ensuring the correct application of the law on the sale and rental of state property in all matters related to the sale and rental of university property and scrutinizing the related contracts.
- Preparing drafts of cooperation mechanisms to be concluded between the university and government and non-governmental entities, and studying and approving memoranda of understanding or cooperation concluded by the university with these entities.
- Any other related work.
Committees Division
The Committees’ Division is considered one of the important divisions in the Legal Affairs Department. It was established to replace the Property and University Housing Division, as required by a ministerial order. The division is responsible for investigative and audit committees and the implementation of their recommendations.
Specific Duties:
- Providing opinions on the formation of investigative and audit committees.
- Issuing university orders regarding the formation of investigative and audit committees.
- Issuing university orders regarding the implementation of recommendations issued by investigative and audit committees.
- Providing the financial audit department and the internal audit and inspection department with periodic and annual reports on the number of investigative and audit committees formed in the university.
- Any other tasks assigned by the director of the Legal Affairs Department related to maximizing the work of investigative and audit committees.
Duties of the Legal Unit
- Completing the mail forwarded to it by the department head and his administrative assistant.
- Providing legal advice to the department head and his administrative assistant.
- Establishing a legal opinion on cases referred to the Legal Affairs Department by engineering and scientific departments for a decision.
- Participating in the work of audit and investigative committees.
- Representing the university in court.
- Organizing all study guarantees for undergraduate students and guarantees and study commitments for graduate students from the members of these departments, pursuant to the notary public authority delegated.
- Approving citizens' pledges according to the notary public authority delegated to him by the director of the Legal Affairs Department.
- Performing other duties related to legal aspects.
- Coordination With the Department of Legal Affairs regarding providing opinions on contracts and memoranda of understanding that the scientific departments conclude with other universities and international institutions.
- Performing any other duties assigned by the immediate supervisor.
